Mr. Joseph C. Starks, 67, of Baltimore, MD, departed this life on Monday, September 18, 2023, in Baltimore, Maryland.

God, in His infinite wisdom, reached out His loving arms and carried Joseph "Puddin" Starks to his Heavenly home. Joe peacefully entered into eternal rest on Monday, September 18, 2023.

Loving, devoted, kind, and strong willed, Puddin was a treasured son, father, brother, partner, uncle and friend. Joe always had such unconditional love for his family. He always provided love and support to any family member that needed a helping hand or a shoulder to cry on. He loved life and the joy he received sharing it with everyone he met. He was loved and adored and will be dearly missed by those he loved and those who loved him.

Joe was a beautiful, cheerful, and fun-loving person who was full of life. Whether it was his positive attitude, a funny story, or a big smile, he brought happiness to everyone around him.

Joseph Carroll Starks was born September 14, 1956, in Winnsboro, SC. He joined Ebenezer Methodist Church in Fairfield County at an early age.  He was educated in the Fairfield County School System, and graduated from Winnsboro High School, Class of 1974. Joe played on the Winnsboro High basketball team, and after graduation, attended Hampton University and North Carolina A&T where he played basketball, the sport he loved. Joe was an entrepreneur at heart and pursued various successful entrepreneurial opportunities throughout his life.

Joe was preceded in death by his father, Joseph Starks.

Joe leaves to cherish his memories his loving mother, Etta (Garfield) Evans of Charlotte, NC; two daughters, Tiffany (Bryant) Brown of New York, NY; Courtnee (Erik) Umphery of Atlanta, GA; two sisters; Doris (Donald) Vaughn of Charlotte, NC; Regina (Tyrone) Bradley of Atlanta, GA; five grandchildren, Logan Umphery, Emery Umphery, Chase Lipson, Bryce Brown, and Dallas Brown; one special aunt, Shirley Pendergrass; his beloved companion, Verlisa Millard of Baltimore, MD; two special adoptive daughters; Tiffany Waters and son Daylen Edmonds, and Courtney Potee and daughter Lauren White, all of Baltimore, MD; and also, a host of nephews, cousins, and other loving relatives and friends.

Joe's warm and loving heart of gold was shared with everyone he came in contact with. He was a friend, mentor, counselor, and brother to so many people over the years. We know that we were all blessed to have had him as part of our lives.

It broke our hearts to lose you, but you didn't go alone,

For part of us went with you, the day God called you home.
