Obituary
Mr. Victor Hayes Phipps, 38 of Charlotte, passed away on August 23, 2017. A Memorial service will be held on Thursday, September 7, 2017 at Grier Memorial Chapel. Visitation will be held from 10:00 a.m. to 11:00 a.m. Burial will follow at Salisbury National Cemetery, Salisbury.
